The Address Confidentiality Program (ACP) is a statewide initiative that provides survivors of stalking, sexual assault, and domestic violence with a legal substitute address and secure mail‑forwarding services to help them stay safe.
Under Colorado law, all state and local government agencies are required to accept a participant’s substitute address.
The ACP’s primary purpose is to strengthen an individual’s complete safety plan and ensure long‑term protection. Since its establishment in July 2008, the Colorado ACP has provided safety and address‑protection services to more than 17,600 survivors statewide.
